Eight Central Committee seats sit empty as China’s political leaders gather for a four-day session.

The meeting began on Monday in a closed-door environment. Roughly 300 members of the ruling party’s Central Committee attended. It is the fifth plenum of the current cycle. The primary focus is on strengthening internal discipline and ensuring loyalty to President Xi Jinping.

Xi has run a 14-year campaign against corruption. This effort has purged thousands of officials, including dozens of committee members. In a speech published by state media in January, he criticized cadres who comply with directives on the surface but resist them inwardly. He labeled these officials as politically opportunistic and individualistic. The new session aims to address this friction further.

Analysts view the gathering as a mechanism to align the next generation of leaders with Beijing’s strategic goals. Ruby Osman, a senior policy adviser at the Tony Blair Institute for Global Change, noted the session helps ensure rising officials share Xi’s view of China’s risks. Neil Thomas, a senior fellow at the Asia Society Policy Institute, expects the committee to demand closer scrutiny of public spending. He also anticipates calls for wider use of technology to detect corruption.

The timing places the session about a year before Xi is expected to secure a fourth five-year term. It precedes anticipated personnel changes in key leadership bodies. The anticorruption drive has extended into the military, removing five of the seven members of the Central Military Commission. The plenum may announce new appointments to that body or restructure party control over the armed forces.

The agenda centers on a draft policy decision regarding full and rigorous party self-governance. Xinhua reports the goal is to make cadres more disciplined and effective. The discussions occur while China’s economy faces weak domestic spending and a property sector crisis. Tensions with the United States continue to weigh on the leadership’s decisions.
