The seat up for election in Baltimore County Board of Education District 3 carries the authority to set local education policy, approve the district budget, and select the school system superintendent. Two candidates are running for the open spot in this specific district.

The board structure in this area allows members to be elected or appointed, with term lengths varying by district. The position serves as a gatekeeper for major financial and administrative decisions within the local school system.

Maggie Litz Domanowski, 47, currently holds the District 3 seat. She is married and has three children. Domanowski earned a bachelor’s degree from Towson University. Her professional background includes 20 years working as a full-time administrative assistant. She also serves as treasurer for the Fallston Football Recreation Program.

Kelli Slattery McClelland, 44, is a challenger for the seat. She is married and has two children and four stepchildren. McClelland holds a bachelor’s degree in sociology from Metropolitan State University and a master’s degree in applied sociology from the University of Maryland, Baltimore County. She maintains an active Maryland professional teaching license.

McClelland’s work history spans education and advocacy. She previously worked as a special education teacher in a public school system and as an adult basic education instructor at BCCC. She also served as a learning specialist providing executive function support. She managed the victim outreach program for a nonprofit supporting truck crash victims and their families. That role included advocating for safer truck legislation. She has also held instructional, academic support, and grant coordination roles in higher education. She is currently a full-time caregiver to her brother.

Both candidates will compete for the role that oversees the local school system's direction. The board member for District 3 will participate in hiring the superintendent and approving the budget for the coming fiscal year.
