The Premier League announced earlier this year that Manchester City committed 114 violations, resulting in an estimated $1 billion in illegal expenditure.

The ruling has prompted a reevaluation of the league's competitive balance over the past decade. City have won six titles in the last nine seasons and currently lead the current campaign.

A new ranking system evaluates club performance by dividing average annual spending by points accumulated over the last 10 full seasons. The metric uses estimated wage data from FBref and transfer spending figures from Transfermarkt.

The calculation combines average annual roster payroll with average annual net transfer spending to determine the total cost per point. This approach identifies which clubs generate the most on-field success relative to their financial outlay.

Brentford ranks first on the list with a cost of €1.2 million per point. The club maintains the league's smallest estimated payroll at €62.9 million, compared to Arsenal’s €219.3 million last season.

Despite low spending, Brentford averages approximately 51 points per season, which is a 24% increase over the expected 41 points for their budget level. The club currently sits sixth in the standings.

Bournemouth follows at second place with a cost of €1.7 million per point. Brighton occupies third place at €1.8 million per point. These three clubs are the only teams to remain below the €2 million threshold.

Watford and Burnley rank fourth and fifth with costs of €2 million and €2.1 million per point, respectively. Wolves and Newcastle share sixth and seventh places at €2.2 million and €2.3 million.

Aston Villa also ranks at €2.3 million per point, while Everton and Leicester City sit at €2.6 million. Leicester’s position reflects a volatile decade that includes a title win, multiple relegations, and a current placement in the third division.

Liverpool ranks 11th with a cost of €2.7 million per point. The analysis notes that higher point totals generally carry a higher financial cost due to the cap of 114 available points in a season.

The next step in the process involves reviewing the remaining clubs on the list. The ranking continues downward to identify the teams that spent the most for the fewest points.
