Clayton Alerts Rubio to 23-Point Surge in Iranian Attack Plans

US intelligence officials have confirmed that Secretary of State Marco Rubio received a memorandum on October 23 warning of a sharp increase in Iranian efforts to target American personnel. The document, sent by Director of National Intelligence Jay Clayton, states that lethal plotting efforts have reached advanced stages in the Middle East and specific other countries. A copy of the memo was also delivered to CIA Director John Ratcliffe.
The intelligence community gathered the information through multiple channels, indicating that Iran has substantially intensified its push against US citizens and government officials. Clayton wrote in the memo that the threat is no longer limited to planning phases but has moved into active preparation. He noted that the information regarding plots against government personnel is relevant to a wider group than those currently holding security clearances for that data.
Clayton offered Rubio an additional briefing and stated that senior members of the secretary's team who are appropriately cleared have already received the underlying information. The DNI committed to downgrading the classification of as much of the intelligence as possible. This step would allow Rubio to share details with a larger number of State Department staff who may be at risk. The memo itself remained unclassified and did not specify names, attack methods, or the exact countries outside the Middle East where plots are developing.
The warning arrived as the State Department reduced its diplomatic footprint in the region. Citing fears of Iranian retaliation and potential renewed US military operations, Washington ordered nonessential employees and their families to leave Saudi Arabia earlier this week. This move followed an escalation in attacks by the Iranian-backed Houthis. Additional staff reductions were ordered at embassies in the United Arab Emirates, Lebanon, Qatar, and Jordan.
Reporting from CNN indicated that the United States is accelerating the departure of diplomats from several regional posts. Some of these personnel had only recently returned to duty after earlier evacuations during the Iran conflict. The network also reported that Israel has urged Washington to launch new strikes on Iran, though those efforts have not yet succeeded. President Donald Trump maintained the possibility of further military action on Friday. He suggested the US might conduct another operation similar to Operation Epic Fury if Tehran does not reach an agreement. "We may do another little Epic Fury. Or they'll agree," Trump said.
The situation has led to a tangible shift in US diplomatic posture. The State Department is managing a two-track strategy involving both diplomatic engagement and military readiness. The October 23 memo serves as a formal notification of the elevated threat level facing American personnel in the region and beyond.
